This is actually a function of the spam archive, but I don't think I've got a separate to-do list set up over there. At any rate, there are certain behaviors the archive processor should note, such as spam flood activity coming from a specific IP. This has been a big deal over at nowarblog, at times with significant load on the server as a result. I need to be able to respond to that kind of situation quickly, before the server is on its knees.
